RAMSAY HEALTH CARE - UPDATE ON ELECTIVE SURGICAL RESTRICTIONS IN AUSTRALIA

On the 23rd August 2021, elective surgical restrictions on 100% of capacity were introduced on 20 hospitals in Greater Sydney, seven of which are Ramsay Health Care (Ramsay) owned hospitals. The NSW Ministry of Health released an update today, 30 September 2021, announcing that it will now allow day surgery to take place at those 20 hospitals from the 5th October.

The announcement by the NSW Ministry of Health follows the imposition of elective surgery restrictions by the Victorian Department of Health and Human Services (DHHS) on 23rd September 2021, requesting that all private hospital and day surgery centres in Metropolitan Melbourne reduce elective surgery lists by 50% per month commencing 1st October 2021. Cosmetic surgery and other procedures not addressing significant medical conditions are not permitted. Activity undertaken on behalf of public health services or public hospitals and emergency surgery are not included in the 50% cap.

At the current time, neither the DHHS nor the NSW Ministry of Health have provided a date at which Ramsay will be able to return to business as usual. Elective surgical restrictions were also introduced on public hospitals in Perth commencing 1st September 2021, including the two public health campuses operated by Ramsay, Joondalup and Peel, and are currently due to end today.

While the Queensland Government has not imposed elective surgical restrictions, our hospitals in South East Queensland have been impacted by COVID isolation orders and the Queensland/NSW border restrictions disrupting the movement of clinicians, team members and patients in the area causing the cancellation of surgeries.

As detailed in Ramsay's FY21 final results, the impact on FY22 EBIT of surgical restrictions will be material and depend on their geographical coverage, extent and duration. However, by way of reference the EBIT impact of an approximately 90-day restriction on elective surgeries in Victoria in 2020 was estimated to be $70m. Our business in NSW is approximately twice the size of Victoria and the seven hospitals in Greater Sydney currently under restrictions are approximately the size of Ramsay's Victorian hospitals.
