ROSSETI SOUTH On 27 May 2015 "IDGC of the South" JSC and "Expert Yug" magazine hold roundtable discussion dedicated to "Technological connection to power grids: Ways to make it easier?" in Chamber of Commerce and Industry
During the roundtable power industry employees discussed with authority, business officials and mass media the terms and cost of technological connection, the project of drawing up of application on one stop principle in Taganrog Multipurpose Center and short-term plans on increasing of grid connections.
One of the main factors of business development that determines investment prospects of the territory is availability of technological connection to networks. This indicator is taken into account when the World Bank composes the "Doing Business" rating. Vladimir Klimenko, head of department of energy of The Ministry of Industry and Energy of Rostov region said: "By the results of 2014 an average time of technological connection in Rostov region decreased up to 132 days (key indicator - 167 days). Aim for the next year is to decrease this period up to 45 days".
From technology viewpoint these terms are feasible, and nonfulfillment is connected with low level of applicants' liability and imperfection of legal basis. All roundtable attendees noted that there are a few problems - nonfulfillment of liabilities by applicants, overstating of requirements that lead to generation of shortfall in income. Scheme description: excess of power and excessive construction of power grids have a great impact on tariffs. Currently, the different ways of increasing of applicants' liability in the process of technological connection are considered at various levels.
Dmitriy Zhuravlyov noted: "The key moment for us is applicant's liability for the concluded contract. As of the current date we have 8 thousand overdue applications out of 16 thousand. It means the company fulfilled the necessary amount of works, and spent funds on it, but an applicant did not perform connection. Thus, the outstanding contracts are piled up although "IDGC of the South" JSC fulfilled its obligations. We plan to receive 24-25 thousand application in 2015, and fulfill 17-19 thousand contracts".
Participants of roundtable believe that further increasing of effectiveness of the technological connection depends on quality of interaction of key parties - grid companies, state and consumers (business and population). One of the key aspects is well-timed and reasonable distribution of information on technological connection, exclusion of shadow intermediary that discredits the grid companies and blocks the receiving of high-quality service by customers.
Dmitriy Zhuravlyov said: "We do everything possible to be transparent with customers. It is important for us to receive feedback and to see what happens in regions. That's why we are launching modern interactive tools, organizing personal reception and consultations".
"IDGC of the South" set up the project on drawing-up of application for technological connection to networks on one stop principle for implementation of task. The project started in Multipurpose Center of Taganrog. Later this experience would be used in other regions where the company operates. For now this service is available only for individuals who want to implement technological connection of power receivers of total capacity 15 kW that are put into operation for the first time and their power supply is provided from one source. Interactive services on web-site of IDGC of the South and Rosseti allow to make the process simple and clear.
Representatives of business proved the usability of instruments. Eduard Osipov, chief power engineer of Joint-Stock Company "Krokus", representative of stadium developer at the left side of river Don noted that cooperation with "IDGC of the South" is good a professional practice.
