(Stock Code: 1297) VOLUNTARY ANNOUNCEMENT WON THE BID OF PROVINCIAL LOW CARBON CLOUD PLATFORM FOR JIANGSU PROVINCE

This announcement is made on a voluntary basis by Sinosoft Technology Group Limited (the "Company", together with its subsidiaries, the "Group").

The board of directors (the "Board") of the Company is pleased to announce that the Group has won the bid for the provincial low carbon cloud platform for Jiangsu Province ("Provincial Low Carbon Cloud Platform"). Being the first such platform in China, it will become the center in connecting carbon management efforts by different levels, bridging between national macro carbon reduction targets and specific actions for carbon reduction in municipal governments and enterprises.

The contract of Provincial Low Carbon Cloud Platform totaled approximately RMB 64.4 million, comprising of low carbon big data platforms for the province and for four low carbon pilot cities within the province. It also includes online monitoring system by Internet of Things and cloud- based carbon asset management system for about 150 enterprises in the province, whose annual energy consumption is greater than ten thousand tons of standard coal equivalent.

The establishment of Provincial Low Carbon Cloud Platform implies that the Chinese Government attaches increasing importance in carbon management. National low carbon work is expanding from "point" (low carbon pilot cities) to "surface" (provinces, autonomous regions and municipalities). With emphasis on reaching carbon peak and carbon emission rights trading, the Provincial Low Carbon Cloud Platform creates carbon emission calculation and auditing systems for provincial, municipal and enterprise levels, to empower policy makers, government departments, enterprises, institutions and the public, for achieving integration between micro, medium and macro views on low carbon business. It can also provide detailed data support and scientific evidence for areas such as total carbon emission control, carbon assessment and evaluation, carbon trading regulation, carbon quota allocation and carbon assets refined management, so as to lay the foundation for reaching national and regional carbon peak, and carbon trading market.

The Board believes that the Provincial Low Carbon Cloud Platform can not only facilitate governments and enterprises to achieve emission reduction and support carbon trading through scientific methods, it can also collect and analyze enormous source data from different levels, different regions and different types of users, so as to help the Group to explore every opportunity for the low carbon market in a comprehensive and in-depth manner. Along with the increasing intensity of low carbon effort in the country, it is expected that the Provincial Low Carbon Cloud Platform will further expand and cover more municipals, enterprises and the public in the province, so as to bring about larger market prospects to the Group.
