NATO Defense Ministers to Discuss Reinforcing Alliance

NATO defense ministers are gathering today in Brussels to discuss how to reinforce the alliance's eastern flank in response to Russia's invasion of Ukraine.

The gathering could have implications beyond the alliance. The defense minister of Ukraine, where President Volodymyr Zelensky has urged NATO to provide more military assistance, will participate. So will those from Finland and Sweden-where the idea of joining the alliance is gaining popularity-as well as representatives from Georgia and the European Union, NATO has said.


North Korea Weapons Test Appears to Have Failed, Seoul Says

SEOUL-North Korea test-fired an unknown projectile on Wednesday, though the launch was unsuccessful, South Korea's military said, a stumble that Pyongyang has largely avoided in recent years.

The attempted launch occurred at 9:30 a.m. local time from the Sunan area, on the outskirts of Pyongyang, according to the South Korean military. The projectile appeared to have exploded during an early boost phase just after taking flight, at an altitude of roughly 12 miles or less, a South Korean military official said. Japan's Defense Ministry said it was aware of the launch but unable to confirm the flight of any ballistic missile.


Senate Confirms Shalanda Young to Lead OMB

WASHINGTON-The Senate confirmed Shalanda Young on Tuesday to be the director of the Office of Management and Budget, the first Black woman to hold the position.

Ms. Young, who has served as the acting director of the agency, was confirmed in a 61-36 vote.


Merrick Garland Orders More Open Access to Government Documents

WASHINGTON-Attorney General Merrick Garland directed federal agencies to "apply a presumption of openness" when fulfilling Freedom of Information Act requests, after lawmakers pressed him to increase transparency as the denial rate for such inquiries has risen in recent years.

Information that might be considered exempted from release shouldn't be withheld unless an agency can identify a "foreseeable harm or legal bar to disclosure," Mr. Garland said in a memo Tuesday.
