MCC Holds Video Conference on Deployment of Safety Production after the Spring Festival in 2022

　　On the morning of February 8, MCC held a video conference on the deployment of safety production after the Spring Festival in 2022 to mobilize and deploy the safety production of the work and production after the festival. Chen Jianguang, Vice General Manager and Member of the Party Leadership Group, Chairman of MCC and China MCC, Secretary of the Party Committee of MCC, attended the meeting and made a speech. Zhang Mengxing, Deputy Secretary of the Party Committee of MCC, Secretary of the Party Committee and President of China MCC, presided over the meeting and made requirements for the work. Zeng Jianzhong, Vice President of China MCC and Member of the Standing Committee of the Party Committee of MCC and China MCC, made specific arrangements for the resumption of work and production safety after the Spring Festival in 2022.

　　Chen Jianguang pointed out that this meeting is for everyone to adjust their status and encourage employees to devote themselves to work. It is necessary for MCC to follow the important remarks on safety production and important instructions for preventing and resolving major risks by General Secretary Xi Jinping, implement the decisions and plans of the CPC Central Committee and the State Council, adhere to the general principle of seeking progress while maintaining stability, arrange the safety prevention work to resume work and production after the festival, and promote work safety with high standards and high quality throughout the year. The first is to comprehensively enhance our political stance and sense of responsibility and urgency in work safety and post-festival work resumption. The second is to uphold the "two first" concept and balance the relationship between safety and development to create a safer working environment for China Minmetals. The third is to strengthen the construction of the responsibility system and define the safety production responsibilities at all levels, especially the main person in charge of the enterprise and the project managers. The fourth is to lay a solid foundation for the management of work safety under the three-year action plan, complete all tasks in the consolidation and upgrading stage, ensure the proper allocation of work safety resources, continue to strengthen the construction of safety teams, and promote the innovation and application of technology for work safety. The fifth is to enhance supervision over work safety to prevent and defuse major safety risks, and strengthen organization and leadership by improving the mechanism for inspection by leaders in shifts, focusing on key links, making up for weak links, and controlling major risks. The sixth is to make scientific planning, standardize management, strengthen safety precautions, eliminate risks and hidden dangers, and promote the resumption of work and production in a solid and orderly manner.

　　Zhang Mengxing put forward three requirements for implementing the spirit of the meeting. First, we need to further enhance our understanding of safety. Security is important to the people's wellbeing and to politics. We must do all we can to guard against risks, prevent accidents, and ensure safety. Second, we must ensure that all employees are responsible for workplace safety. Managers at all levels must play a leading role and perform their respective duties to protect the lives and property of employees. Third, the staff should learn and implement the spirit of the meeting as soon as possible. The leaders of all units should make arrangements in person to coordinate the work of production safety and resumption of work.

　　Zeng Jianzhong asked the subsidiaries to carry out "five ones" activities before the resumption of work, including developing a resumption program, holding a special meeting on safety, organizing a round of safety training, carrying out a safety inspection, and confirming safe production conditions. He also made three specific requirements. First, shoulder political responsibility and stick to the bottom line of security. Second, strengthen basic management and carry out orderly resumption of work. Third, focus on key links and further enhance key security measures.

　　The meeting in the main venue was attended by MCC leaders including Yan Aizhong, Zou Hongying, Shi Dexin, Qu Yang, Zhu Guangxia, general economist, general counsel, deputy chief accountant, heads of functional departments at headquarters, main heads of subsidiaries and safety management related staff working in the MCC Tower, a total of 60 people. In addition, there were meetings in 156 sub-venues, attended by a total of 1,744 people, including Liu Fuming and the main leaders of subsidiaries, members of the Work Safety Committee, heads of safety- and construction- and production-related departments.
