Guo Wenqing Investigates and Directs Targeted Poverty Alleviation in Huayuan County, Hunan Province

　　On September 8, a group led by Guo Wenqing, General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC, went to Huayuan County, Hunan Province for the investigation and guidance of targeted poverty alleviation. On behalf of China Minmetals, they visited the temporary deputy county chief and the first secretary stationed in the village.

　　Huayuan County is one of the six designated poverty alleviation counties aided by China Minmetals. It belongs to Xiangxi Tujia and Miao Autonomous Prefecture in Hunan Province and is both a former revolutionary base area and a key county included in the national poverty alleviation and development program. In November 2013, General Secretary Xi Jinping delivered an important discourse on 'targeted poverty alleviation' in Huayuan County, which indicated the important direction and guidelines for Chin's poverty alleviation cause.

　　At noon on September 8, Guo Wenqing and other group members arrived in Huayuan County after a nearly 5-hour journey. Guo Wenqing was very desperate to know how the shiitake mushroom planting, duck breeding and other industrial poverty alleviation projects went, whether the preserved food product and camellia oil poverty alleviation workshops and other new industrial poverty alleviation projects could be advanced as scheduled and what role industrial poverty alleviation projects played in helping and motivating the low-income families, all of which were conducted by China Minmetals as a proactive practice to implement General Secretary Xi Jinping's important discourse on 'targeted poverty alleviation'.

　　Guo Wenqing first came to the shiitake mushroom industry demonstration base constructed by China Minmetals. Since 2017, China Minmetals has resolutely implemented a principle highlighting 'characteristic, targeted and long-acting poverty alleviation' and adhered to the concept of 'centralized investment and concentrated demonstration'. It has carried out effective industrial poverty alleviation in Huayuan County in the fields of shiitake mushroom planting and corn-fed duck breeding and has been awarded the title of '50 Typical Cases of Targeted Poverty Alleviation by Chinese Enterprises' by the State Council Leading Group Office of Poverty Alleviation and Development.

　　Guo Wenqing entered a planting greenhouse and carefully examined rows of neatly-arranged shiitake mushroom spawns. He had a detailed understanding of the growth environment and cycle of shiitake mushrooms, carefully inquired about the scale, output and sales of the base, and was especially concerned about the leading role played by the industrial base in targeted poverty alleviation. Guo Wenqing was very elated while hearing that China Minmetals helped build more than 100 shiitake mushroom planting greenhouses in Huayuan County, with an annual output of 150,000kg of shiitake mushrooms, enabling more than 600 people from 150 poor households to earn income by participating in base construction, daily farmwork and shiitake mushroom planting and picking. He fully affirmed the company's industrial poverty alleviation work in Changle Township, Huayuan County.

　　He indicated that in recent years, China Minmetals has invested a large number of resources in aiding Huayuan County and shaped several industrial poverty alleviation demonstration bases. At present, these industrial poverty alleviation projects have reached a certain scale and have played a better role in demonstrating and motivating. He encouraged the Poverty Alleviation Office and the temporary officials of China Minmetals to strive to build and operate the company's industrial poverty alleviation projects in Huayuan well, making greater efforts in demonstrating and motivating. He stressed that China Minmetals will strongly support these industrial poverty alleviation projects by means of consuming products from poor areas, help fuel the sustainable development of these projects, and make the projects lasting impetus for the poor people to shake off poverty and increase income.

　　After investigating the industrial poverty alleviation projects, Guo Wenqing and other members rushed to Changle Township Central Primary School. This school is the only central primary school in Changle Township, with 544 students from 12 administrative villages. Among them, 438 are left-behind children and 208 are from registered poor households. In the playground of Changle Township Central Primary School, Guo Wenqing attended a simple but caring donation ceremony. At the ceremony, the student representatives tied bright red scarves for the distinguished guests. In addition, Guo Wenqing, on behalf of China Minmetals, donated 580 care packages, 5 table tennis tables and 150 pairs of table tennis rackets to Changle Township Central Primary School, and took group photos with the teachers and students for commemoration. Before leaving, Guo Wenqing specially asked the secretary of the Party Committee of Changle Township and the principal of Changle Township Central Primary School if the school had any difficulties. Students are the future of the motherland and the hope of the nation, so we must take good care of and well train these lovely children so that they can grow up healthily and finally become useful to society, he said.

　　After the stop in Changle Township Central Primary School, Guo Wenqing then drove to Shibadong Village to study and investigate. On November 3, 2013, General Secretary Xi Jinping visited Shibadong Village, Huayuan County. It was in this county that General Secretary Xi made the important statement on 'targeted poverty alleviation' for the first time, clearly raising the work requirements of 'seeking truth from facts, adjusting measures to local conditions, giving sector-specific guidance, and targeted poverty alleviation'. He required Shibadong Village to achieve poverty alleviation by itself and to explore the poverty alleviation experience that can be applied elsewhere.

　　In front of the Shibadong Village Committee, Huayuan County Committee Secretary Luo Ming, who also participated in this investigation, presided over the donation ceremony. At the ceremony, Guo Wenqing donated RMB 1.6 million to Shibadong Village on behalf of China Minmetals. This sum of money is used to build the Miao Village Lighting Project and the Preserved Meat Poverty Alleviation Workshop Project for Shibadong Village. Guo Wenqing said at the ceremony that he still remembers General Secretary Xi Jinping's visit to Shibadong Village in 2013 and the image of Xi's kind care for the villagers on the TV. Over the past few years, the officials and masses of Shibadong Village have thanked the General Secretary for his care and followed his instructions, so earth-shaking changes have taken place in this village. As the central government-owned enterprise participating in targeted poverty alleviation, we are genuinely happy for them. Guo Wenqing pointed out that their purpose of investigating Shibadong Village's efforts on poverty eradication is sincere, wanting to help address problems. China Minmetals has built a preserved food product workshop with an annual output of 50,000kg and an output value of more than RMB 6 million in Shuzishan Village, Huayuan County, playing a significant demonstration and driving role. He said that they will provide full support for Shibadong Village as it wants to copy this model this time. They hope that the Shibadong Village Committee will pragmatically plan the project, make good use of funds and try their best to construct the project, so as to make it a quality project that will contribute to the income increase for the Shibadong people and make them live a rich and secure life for a long time. At the same time, the village should also strive to complete the lighting project and use environmental-friendly and durable energy-saving lamps, improving the people's living conditions in the ancient village and creating safe and convenient conditions for the people of the ancient village and tourists.

　　In Shibadong Village, Guo Wenqing conducted a detailed investigation of the village's poverty eradication process and achievements, and visited many households in person, where he chatted with the old Miao people with their hand connected. He wished the elderly all the best, and bought pears, dried fish and other local specialties produced by the local people at his own expense, taking the lead in supporting poverty alleviation through consumption.

　　Guo Wenqing was deeply moved when hearing the hale elderly introduce the poverty alleviation process of Shibadong Village and recall the details of General Secretary Xi Jinping's investigation. He said affectionately that Shibadong Village, which was once a poor and backward Miao area, has undergone earth-shaking changes after following General Secretary Xi Jinping's important instructions to carry out poverty eradication. General Secretary Xi is not only our great leader, but also the 'idol' of our generation. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has never stopped investing his energy in poverty eradication. He keeps conducting on-site investigation and deployment and advancing the poverty eradication campaign and has made many important instructions, providing the direction of and fundamental guidelines for the decisive battle of poverty alleviation. Through the on-site investigation and study of Shibadong Village's poverty eradication path, they can truly feel General Secretary Xi Jinping's strong sense of historical mission and deep feelings for the people as the core of the Party and the leader of the people. He said that the reason why they come here to investigate and study is that they want to earnestly study and understand General Secretary Xi Jinping's important discourse on poverty eradication, intensively explore the significance of fighting and winning the battle against poverty, and effectively align our thoughts and actions with the Party Central Committee's decision-making and deployment, trying their best to help win this battle.

　　Guo Wenqing stressed that 2020 is a year of a decisive victory for the elimination of poverty. As a central enterprise, China Minmetals should earnestly study and understand the spirit of General Secretary Xi Jinping's speech at a symposium on securing a decisive victory in poverty alleviation and resolutely follow the decision-making and deployment by the Party Central Committee and the State Council. It should snatch back the time affected due to COVID-19, enable all projects to be put into operation as soon as possible, and intensify its efforts to support poverty alleviation through consumption, so as to contribute more and greater strength to the success in the battle against poverty and the consolidation of the foundation for poverty alleviation in Huayuan County and other five designated poverty alleviation counties aided by China Minmetals.

　　During the investigation in Huayuan County, Guo Wenqing also exchanged views with the leaders of the prefecture Party committee and the main leaders of the county Party committee in terms of poverty alleviation through industrial development and metal mining development. Guo Wenqing also donated 5 table tennis tables and 100 pairs of table tennis rackets to the Huayuan County People's Government on behalf of China Minmetals.
