Subject of the Disclosure
Republic Act No. 11601, granting Manila Water Company, Inc. a franchise in the East Zone Service Area of Metro Manila and Province of Rizal, was signed into law by President Rodrigo Roa Duterte.
Background/Description of the Disclosure
Please be informed that the Office of the President has reported that on 10 December 2021 President Rodrigo Roa Duterte signed into law Republic Act No. 11601 granting Manila Water Company, Inc. ("MWC") a franchise to establish, operate, and maintain a waterworks and sewerage system in the East Zone Service Area of Metro Manila and the Province of Rizal. The franchise confirms the status of MWC as a public utility, consistent with the Revised Concession Agreement dated March 31, 2021 between MWC and the Metropolitan Waterworks and Sewerage System (subject of our disclosure on April 1, 2021). The term of the franchise is twenty-five (25) years from the effectivity of the law. The law shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
Under the franchise the Revised Concession Agreement shall serve as the certificate of public convenience and necessity, license, or permit of MWC for the operation of its waterworks and sewerage system in the franchise area.
