2023 National Security Education Day was launched today with "National Security - Foundation of Stability & Prosperity" as its theme.

Vice Chairman of the 13th Chinese People's Political Consultative Conference (CPPCC) and Director of the State Council's Hong Kong & Macao Affairs Office Xia Baolong officiated at the event's opening ceremony.

He was joined by National Security Committee of the Hong Kong Special Administrative Region Chairman and Chief Executive John Lee, and the committee's National Security Advisor and Director of the Liaison Office of the Central People's Government in the Hong Kong SAR (LOCPG) Zheng Yanxiong.

In his keynote speech, Mr Xia pointed out that with security comes fortune, noting that Hong Kong's security is premised on the security of the motherland.

He also put forward "six beliefs", ie that the Hong Kong SAR Government and its governing team are able to shoulder the primary responsibility of administering Hong Kong; that those who love the motherland and Hong Kong must be able to wholeheartedly support the Chief Executive and the Hong Kong SAR administration; that the judicial and legal sector must be able to shoulder the mission of safeguarding national security and the rule of law in Hong Kong; that Hong Kong fosters opportunities and wealth and that prosperity and stability are most beneficial to all walks of life; that everyone should contribute to safeguarding the city's harmony and stability, as Hong Kong is home for all of us; and that the youth will be able to bear the responsibilities towards their families, Hong Kong and the motherland.

Noting that everyone in Hong Kong has a responsibility in national security matters, Mr Lee also said in his speech that just as everyone has the right to enjoy a secure nation, everyone has the obligation to contribute to safeguarding national security.

Mr Zheng highlighted the need to deeply reflect on the serious disorderly situation of the past and learn a lesson from it, adding that the current stable situation is not yet firm and there is room for improvement in the legal system and enforcement mechanisms.

2023 National Security Education Day activities comprise the Safeguarding National Security Cup of the disciplined services, TV and radio thematic programmes, a roving exhibition until the end of June and the distribution of education picture books to primary schools.
