TechnologyOne has reinforced its position as the leading enterprise software provider to the local government sector with 14 customers switching to its OneCouncil solution in deals worth $10 million in 2012.  

OneCouncil is a proven practice, single platform solution, integrating all operations from human resources and payroll through to customer requests and management, finance, projects and assets, regulatory functions and construction and planning. 

The latest local governments to buy the system are Townsville City Council, Lockyer Valley Regional Council, Torres Strait Island Regional Council, South Burnett Regional Council and Hinchinbrook Shire Council. 

TechnologyOne has won these deals over multinationals such as Oracle and replaced incumbents including Civica because its integrated, preconfigured software has been developed in collaboration with more than 250 councils. 

OneCouncil eliminates the need to create and document hundreds of business processes, as these are already built into the software, meaning it levels the playing field for smaller councils who do not have large rate bases and can struggle to keep their technology up to date. 

TechnologyOne has also completed the transition of the total solution to the cloud in preparation for the launch of the product in New Zealand. 

Devonport City Council in Tasmania signed up for OneCouncil to prepare for future challenges, such as mobility and web-based services, but was struggling to find a solution, believing it did not have the necessary financial and human resources.

 It has now chosen to restructure its business processes around TechnologyOne's preconfigured, proven business practices. 

Devonport Executive Manager Corporate Support Shane Crawford said the Council came to favour TechnologyOne's proven business practices after comparing them with its existing processes.

"It made implementation a lot easier and improved a lot of areas of business such as receipting and customer service - the integration of our databases and spreadsheets, and the ease of information transfer means we can keep a better track of cash flow," Mr Crawford said. 

"Devonport employees have also noted significantly better reporting capabilities with the OneCouncil solution, we have a far greater corporate knowledge of the system and people have a lot more ownership, which is a big benefit." 

TechnologyOne Executive Chairman Adrian Di Marco said the pre-configured approach meant local governments could reduce implementation time, cost of ownership, associated risk, and the complexity of projects, as well as provide a better experience for customers. 

"OneCouncil will also have ongoing software upgrades, which means smaller local governments no longer have to grapple with aging systems. 

"Our solutions are continually relevant because we invest heavily in research and development, to keep up to date with changing technology, legislation and business practices. 

"This commitment and our one vendor promise - to develop, sell, implement and maintain our own software - means councils should never need to upgrade again," Mr Di Marco said.
